Ukraine’s European allies have agreed to increase their support for Kyiv and to tighten economic pressure on Russian President Vladimir Putin, saying that efforts to end Moscow’s “barbaric” war have reached a “critical moment,” according to Downing Street.

UK Prime Minister Keir Starmer issued the statement as Ukrainian President Volodymyr Zelenskyy announced that he would present Ukraine’s own version of a 20-point plan on Tuesday. Both Ukraine and Russia are continuing to revise a 28-point proposal introduced last month by US President Donald Trump aimed at ending the war.

“The Americans are generally inclined to seek a compromise,” Zelenskyy told reporters in London after meeting on Monday with the leaders of France, Germany, and the United Kingdom. “Of course, there are difficult issues concerning territory, and no compromise has been reached on that yet.”

The London meeting began a busy two days of diplomacy for Zelenskyy, as European allies raced to demonstrate their support while he continues to face public criticism from the US president.
Trump said on Sunday that he was “disappointed” in Zelenskyy, accusing him of not having read the latest US-backed proposals.

After the London meeting, Zelenskyy said that the leaders of Finland, Italy, Poland, Norway, the Netherlands, Denmark, Sweden, and Türkiye also joined a call to show their support.
He then traveled to Brussels, where he met with leaders of the European Union and NATO before heading to Italy to meet Prime Minister Giorgia Meloni.

Meanwhile, the Kremlin has said that the new US national security strategy released by the White House is largely in line with Russia’s own positions.

The document criticizes European leaders, expresses skepticism about NATO expansion, supports far-right parties in Europe, and calls for improved and stable relations with Russia.
