The decision was issued on Tuesday by the administration in Benghazi, led by Prime Minister Osama Hamad, which is allied with military commander Khalifa Haftar and controls eastern Libya and large parts of the south.

Libya’s eastern-based government has announced a ban on the entry of citizens from Sudan, Eritrea, Ethiopia, and Somalia through all land, sea, and air border crossings.

The decision was issued on Tuesday by the administration in Benghazi, led by Prime Minister Osama Hamad, which is allied with military commander Khalifa Haftar and controls eastern Libya and large parts of the south.

According to government officials, the measure is part of an effort to reorganize and regulate the entry of foreign nationals into Libya.

The ban does not apply to accredited diplomats, consular staff, and their family members from the affected countries.

It also exempts professionals working in education, healthcare, and related sectors, provided they have valid work contracts and obtain the necessary approvals from Libyan authorities.

Libya has become a major transit route for migrants and refugees seeking to reach Europe across the Mediterranean Sea.

Since the overthrow of former leader Muammar Gaddafi in 2011, the country has faced years of political instability and conflict, leading to the emergence of rival governments in the east and west.

According to United Nations data, more than 900,000 migrants were living in Libya at the beginning of 2026.

The latest restrictions are expected to affect migration flows and labor movement from several countries in the Horn of Africa and Sudan.
