U.S. envoys have submitted a written demand calling for the full disarmament of Hamas and all allied Palestinian armed groups in the Gaza Strip, as part of a plan that analysts say aims to secure the group’s complete “political surrender.”
The document was presented in mid-March in Cairo by President Donald Trump’s “Board of Peace” during a series of meetings. It outlines a controversial U.S. vision for Gaza, where Israel’s ongoing war and military occupation continue to devastate the territory and its roughly two million residents.
The conflict follows a two-year campaign that has reportedly killed more than 72,000 people, most of them women and children, with thousands still missing under the rubble and presumed dead.
According to media reports, the proposal builds on Trump’s 20-point plan, focusing on the second phase of a U.S.-brokered ceasefire agreement reached in October.
Under the plan, Israeli forces currently controlling more than half of Gaza would withdraw, and reconstruction efforts would begin only after Hamas and other armed groups lay down their weapons.
Speaking before the United Nations Security Council on Tuesday, Nickolay Mladenov, the Trump-appointed Board of Peace envoy to Gaza, urged Palestinian factions to accept the proposal “without delay.”
He said the disarmament process would be based on “reciprocity,” with weapons decommissioning taking place alongside a phased Israeli withdrawal.
