The leader of Israel’s Balad party, Sami Abu Shehadeh, has withdrawn his candidacy for the country’s upcoming parliamentary election following a legal battle over his eligibility to contest the vote.
Abu Shehadeh announced on Friday that he would no longer seek election to the Knesset, Israel’s parliament, in the October 27 election.
His withdrawal came after the Israeli Supreme Court indicated that a majority of its judges appeared prepared to uphold an earlier decision by the Central Elections Committee to disqualify him from the race.
The decision has further reduced the participation of Palestinian political parties and candidates in the upcoming election and has intensified debate over the political representation of Palestinian citizens of Israel.
The Central Elections Committee voted on September 23 to remove Abu Shehadeh from the electoral race following a request by far-right National Security Minister Itamar Ben-Gvir.
Ben-Gvir accused the Balad leader of supporting Hamas’s October 7, 2023, attack on Israel.
The accusation was linked to an article Abu Shehadeh published shortly after the attack, in which he described the events as an “important historical event.” Abu Shehadeh told the Supreme Court on Thursday that he did not support armed struggle.
He also acknowledged that a paragraph in the article had been poorly worded, arguing that his intention was to call for an end to the violence and a shift towards a political solution.
Despite his decision to withdraw from the election, Abu Shehadeh said the move did not represent the end of his political activities. Balad confirmed that he would remain the party’s leader.
Abu Shehadeh previously served as a member of the Knesset from 2019 to 2022 and has remained a prominent figure in Palestinian Israeli politics.
Adalah, a rights organisation representing Abu Shehadeh, criticised the proceedings and argued that the evidence presented against him did not provide a sufficient legal basis for his disqualification.
The organisation described his withdrawal as a serious setback for the right of Palestinian citizens of Israel to participate in the political process and stand for election.
The organisation said the court’s decision could establish what it described as a dangerous legal precedent for Palestinian political participation.
The controversy comes at a significant time in Israeli politics. Arab Israeli parties could potentially play an important role in determining the balance of power after the October election, particularly as polling has suggested that neither Prime Minister Benjamin Netanyahu’s coalition nor the main opposition bloc is currently on course to win an outright parliamentary majority.
Abu Shehadeh’s withdrawal is also part of a wider dispute over the eligibility of Arab political parties to participate in the election.
The Central Elections Committee has barred two Arab electoral lists — the United Arab List and the Joint List, a three-party alliance that includes Balad.
The Supreme Court is expected to continue hearing appeals from the affected parties over their disqualification.
Adalah has also raised questions about what it considers differences in the treatment of Palestinian candidates and far-right Israeli politicians.
The organisation has argued that some far-right candidates who have made statements concerning violence against Palestinians have nevertheless been allowed to remain in the electoral contest.
The dispute over Abu Shehadeh’s candidacy therefore extends beyond one politician and has become part of a broader debate over electoral eligibility, political representation and the participation of Palestinian citizens in Israel’s democratic process.
With the Knesset election scheduled for October 27, the Supreme Court’s decisions on the remaining appeals could have further implications for the participation of Arab political parties and candidates in the vote.
