A Federal High Court in Abuja on Wednesday dismissed a fresh bail application by detained alleged terrorist negotiator, Tukur Mohammed Mamu.
Justice Mohammed Umar, ruling on Mamu’s claims of ill health, directed that the Department of State Services (DSS) continue to hold him. He added that if necessary, Mamu should be taken to another health facility to address his medical needs.
The judge noted that the DSS has demonstrated diligence in handling and prosecuting the case. He emphasised that one of the grounds for granting bail is proof that the prosecution is not diligent. Since the DSS has shown consistent diligence, the court saw no reason to grant bail.
Justice Umar instructed Mamu’s lawyer to select a suitable health facility where the defendant could receive prompt medical attention. He also ordered the DSS to allow Mamu access to his family members.
This marks the third time the court has rejected Mamu’s bail request since his arraignment on March 21, 2023, on a 10-count charge related to terrorism financing and other offences.
Mamu was arrested on September 7, 2022, by Egyptian security officials at Cairo International Airport over alleged links to Boko Haram financing.
He was accused of persuading the terrorists to negotiate ransom payments directly with families of hostages from the March 28, 2022, Abuja-Kaduna train attack in Katari, Kaduna State, instead of the Chief of Defence Staff-led committee established by the Federal Government.
Authorities allege Mamu collected ransom payments on behalf of Boko Haram, confirmed the amounts, and facilitated delivery to the terrorists.
